ESD in TVET Call to Action

The International Conference on Education for Sustainable Development in TVET 2010 was organized by Colombo Plan Staff College for Technician Education (CPSC) and the International Vocational Education and Training Association (IVETA) in collaboration with Capacity Building International (InWEnt), Bonn, Germany and Technical Education and Skills Development Authority (TESDA), Philippines on 3-5 November 2010 at EDSA Shangri-la Hotel, Manila, Philippines.

 

The delegates from 39 countries (Afghanistan, Australia, Bangladesh, Bhutan, Botswana, Brunei Darussalam, Canada, Cambodia, Fiji, Finland, Germany, Ghana, Hongkong, India, Rep. of Korea, Lao PDR, Malaysia, Maldives, Marshall Islands, Myanmar, Mongolia, Nepal, New Zealand, Nigeria, Oman, Palau, Pakistan, Philippines, Papua New Guinea, Russia, Singapore, Sri Lanka, South Africa, Tajikistan, Thailand, Turkey, United States of America, Vietnam and Yemen) shared and deliberated upon the subject and considering the importance of the issues covered, collectively agreed upon to put forward a Call to Action in pursuit of ESD in TVET.

 

REALIZING that greening TVET in a holistic manner through the inclusion of the environmental, socio-economic and cultural considerations of sustainable development can serve as enabler and driver of green human resources development in the fulfillment of long-term goals;

 

ACKNOWLEDGING that sustainable development has become a key agenda in this millennium from multiple perspectives, efforts need to be fast tracked to carry our implementing agenda which will contribute significantly to attaining the UN Millennium Development Goals (MDGs) and leapfrogging to the achievement of the objectives of the Decade of ESD (2005-2015).

 

UNDERSTANDING that TVET system must consider implementing education for sustainable development by collectively putting at the international, regional and national, local and institutional levels, Greening TVET Framework;

 

WE THE DELEGATES CALL UPON ALL STAKEHOLDERS to undertake deliberate, collective, and conscientious efforts to fast-track efforts directly or indirectly connected with the fulfillment of the objectives of the UN Decade for Education for Sustainable Development and to bring about the needed transformation of TVET systems to strengthen human capital as a primary investment in the integration of socio-economic and cultural aspects in sustainable development.

 

FURTHER CALL UPON ALL THE DELEGATES of the International Conference on Education for Sustainable Development in TVET 2010 to the following Call to Action drawn from the deliberations, exchange of ideas, and formal/informal discussions to forward the advocacy of Green TVET and ESD including environment-friendly practices:

  1. Recommend to integrate ESD in TVET as high in the international agenda;
  2. Develop policies and strategies to integrate ESD in TVET system;
  3. Mobilize a Green TVET Framework to support socio-economic aspects in sustainable development;
  4. Promote capacity building to integrate ESD in TVET systems;
  5. Re-orient TVET curriculum and teacher education to integrate ESD at all levels of education;
  6. Increase public awareness through seminars, conferences and workshops to promote ESD as an advocacy;
  7. Strengthen networking and linkages to enhance multi-stakeholder partnership for evolving Green TVET;
  8. Promote evidence-based research, monitoring and evaluation strategies for ESD in TVET;
  9. Develop clean and green technology programs to address the needs of the green economy;
  10. Prioritize capacity building of trainers and increase investments in education for the youth in creating a strong foundation of society for sustainable development.

THE ORGANIZERS OF THE CONFERENCE URGE ALL POLICY MAKERS from government, private sectors, non-government organizations (NGOs), multi-lateral and bilateral development partners and international, regional, and national organizations to work together in integrating ESD in TVET programs in order to address issues related to sustainable development and to prepare the future green workforce in the spirit of strong and committed action.

 

WE THE DELEGATES UNANIMOUSLY AGREE to put forward this Call to Action in an appropriate forum to convey the urgency of the efforts and strong commitment to the cause of Education for Sustainable Development in TVET on this 4th of November 2010 in Metro Manila, Philippines.
